Overview

Article 2 Section 2 of the NALC Constitution states, “To establish Health Benefit Funds which to pay contributing members holding Health Benefits Certificates who become lawfully entitled thereto, certain benefits as indemnity against loss resulting from the expense of hospital, surgical and other medical expense due to bodily injuries or sickness of the members and enrolled dependent members of his/her family, and from which to defray the necessary running expenses of the Plan.

The NALC HBP started its own independent health benefits plan with two employees housed in a single room. At the close of the initial open enrollment membership totalled 4,116.

Now in 2018, the NALC HBP has 327 employees at the Plan and we cover a total of 129,208 members or over 253,000 lives.

In 2017, the NALC HBP issued 1.5 billion in benefits and processed over 9 million claims. The average tenure of an NALC HBP employee is 20 years.

*You must be a dues paying member of an NALC local branch. If you are not a dues paying member to a local branch or federal employee (non-postal service employee) you are required to become an associate meber of the NALC. Associate members are billed by the NALC for the $36 annual membership dues.

 

High option Plan

The NALC has partnered with Cigna so members of the health pan have open access to a network of doctors of 2,943,436 PPO providers nation wide. You do not have Cigna insurance however this partnership with Cigna allows access to nearly 3 million providers.

The NALC also partnered with CVS/Caremark for prescription services, providing access to over 68,000 network pharmacies and over 1,135 minute clinics.

This High Option plan has also partnered with OptumHealth Behavioral Solutions which provides access to more than 5,600 in network facilities and more than 140,000 in network clinicians.

Other Great Benefits of the High Option Plan:

  • $20 office visit co-payment (this includes normal physician and a specialist)

  • Covers 100% of medically billed necessary lab services by wither Quest Diagnostics or Labcorp

  • $200 co-payment per admission to a ppo hospital when an illness or injury results in a hospitalization

  • No co-payment whatsoever when services relating to the delivery of a newborn!

Consumer Driven and Value Option Health Plans

A health plan that provides coverage for medical/pharmacy expenses with in-network preventative care services covered at 100% plus a Personal Care Account (PCA) funded by the NALC to pay for eligible health care expenses.

Depending on the plan option chosen, each year the Plan will add a certain amount to your Personal Care Account (PCA)
